The Yugoslavian built Mark X Mauser 98 kind of took over the marked that the Santa Barbara actions had starting in the late 70's. 'nevadany's' advice is good in that if you're looking for a commercial 98 to build a rifle on, JC Higgins (Sears) and Western Field (Western Auto) were rifles built with FN 98 commercial actions in the 50's and early 60's.

The Santa Barbara actions are a Spanish made commercial Mauser and were indeed the actions used by Parker Hale. They are related in no way to Zastava except that they are both Mauser actions. They are, generally speaking, a pretty decent action but the bolt handle is homely and the trigger is not the best. For a brief period, they had some heat.
